The most likely explanation is that there's a proxy "somewhere"
between you and google, not something you can necessarily connect to
directly.

Proxies hate WebDAV requests, and the behavior you're seeing is the
*classic* sign of a proxy.  Your web browser can see the repository
because it's issuing simple GET requests.  But the svn client is being
blocked when it tries to do DAV requests like OPTIONS.
