Google Code does not offer explicit support for dual licensing. However, in your case, as far as Google Code is concerned, we see that you're offering software under a single license, the GNU GPL. Then, as the author, you are completely within your rights to offer the software under a different license to paying customers. As long as the whole project hosted on Google Code follows the terms of the license you configured for the project, I don't see a problem with having something like "If you'd like to use this software in a commercial setting where the GNU GPL is problematic, please contact me" in the description of your project. All we care about is that users can make full use of the software avalailable on Google Code, under the license advertised by the project. Private arrangements that you make with certain entities beyond that as the author are not our concern.
