You can't. Google Code hosts open source projects, and we made a conscious decision to not allow arbitrary access restrictions on repositories. It promotes collaboration, and makes the life of your project more open. If it's writes by project members you're afraid of, well... If they don't comply with your requests to not commit in certain places without asking, it doesn't seem like it's going to be a very successful collaboration :-).
