Yes, there is a separate JSON feed that contains the predefined labels, including special labels (e.g. for merging) and which ones are open or closed.
This feed is at http://code.google.com/p/<project>/feeds/issueOptionsJSON (for example, http://code.google.com/p/support/feeds/issueOptionsJSON ). Note that this feed is not an official part of the Project Hosting Data API, so I guess various disclaimers apply.
