There are a few corner cases and subtleties, such as if a project committer deleted their own code review comment, it will be visible to themselves with the option to undelete, but if a project owner deleted it, it will not be visible to the committer and the committer will not have the power to undelete, but all deleted code review comments should be invisible to anyone not affiliated with the project. It looks to me there like you are having a discussion with the project owner. If so, that person can see your comments and delete or undelete them as they wish. You two will have to sort things out and find an agreement between yourselves.
