It is something that needs to be done to clone a project *if* your project happens to be using App Engine. Most of the projects hosted on Project Hosting are not. I fear I am repeating myself on that point.
I think a script to clone an app engine app is a great idea. Integration with project hosting is also a great idea for that script. But you should pursue that idea on a different list. This list is for questions about project hosting, not app engine, and that is the case whether or not you are willing to try posting to the app engine groups.
