Looking at the "What should I do if I wish to take over a project that
appears abandoned by its owners?" from our FAQ:

   - The project has been inactive for >6 months (good for you)
   - You've made an effort in good faith to contact the author (good for
   you)
   - The project on Google Code could conceivably be seen as name-squatting,
since it's using the same project name to host a fork (good for you)
   - There is source code, and your plan appears to be to wipe it and
replace it with the mainline (bad for you)
   - There doesn't seem to be terribly much original source code. It looks
like a big burst of initial motivation to change things, which rapidly
   petered out (good for you)
   - One of the owners is still active on Google Code in other projects, as
of very recently (bad for you)

To me, your request is legitimate, and my gut feeling is that the owner of
the project won't mind handing the name over to you. However, since there is
original source code in the project, I'm reluctant to just blow it up and
hand it over to you without a word from the current owner.

Here's what I propose: I'll email the two current owners, notify them that
according to our "recycling" policy, I'll be handing over the project to
you, and give them a chance to protest to me and/or respond to your issue on
the issue tracker. I'll wait 10 days (ie. until Saturday 17th, making it a
total of 16 days since your initial request to them), and if there is no
sign of life at all by then, I'll transfer ownership of the project to you.
How does that sound?
