If you want to reset the repository to empty (revision 0), you can do
it yourself:  there's a link at the bottom of the 'Source' tab.

If you cannot commit any code to it, then there's something wrong with
your svn client or working copy;  the most common error is that you're
trying to commit over http instead of https.
