Bug trackers for large projects such as Android have lots of enthusiastic users who don't know how to use a bug tracker.
I get email alerts with people posting comments which add nothing to the bug report, over time the signal to noise ratio becomes intolerable and arguments even break out. It would be really nice if the tracker could either have a separate discussion thread which people could subscribe to, argue in and post their "me too" junk. A small questionnaire which asks the user about their intentions and redirects them would also be helpful, as it would help convert users into contributors.
