This is a clear violation of the terms of service, and this is why you were

All of the files you uploaded were in violations of the terms of service.
Since you did nothing else, this means that all the things you did on Google
Code are in violation of the terms of service.

I'm sorry, but it seems that you are lying. You are not a member or owner of
any other project, you have never contributed to any project's issue
tracker, you have no starred projects or issues*. *You only used Google Code
as a file storage service, and *nothing else*. If that's what you mean by
"work", then you can find another hosting service to continue it.

In fact, you've created a new Google account to get around the ban, and you
are *continuing* to violate our terms of service with that one. This will
not be tolerated.

Google Code is an open source project hosting platform. You* *violated the
terms of service by using it as a file host for non-open source content. *
Twice*. We prefer to direct our limited resources into improving the user
experience for legitimate users of our platform, than to spend time on the
people clearly abusing it. Your project was taken down at the same time that
you were banned.

Emotional blackmail is a really bad way to get us to reconsider our
decision. I see no reason to restore your access to Google Code at this
