When I read the terms of use, it seems that Google is given the rights to do anything that they desire with the code and I cannot post code unless I am in a position where I can give Google those rights (regardless of the license model that I choose for my project).
If I have GPL code that includes some GPL code created by another, then this code cannot be hosted on Google because I do not have the right to give Google non-GPL usage rights to the code produced by another.
