I'm assuming that you're using Google App Engine? Just to get things started, have you gone through the Getting Started documentation yet? Have a look at http://code.google.com/appengine/docs/java/gettingstarted/uploading.html if you haven't.
If you're still having trouble, I'd recommend going to the Java Runtime group listed on the App Engine community page, and providing details about the issues that you're seeing. The Google Code group isn't the right place to discuss App Engine issues, so you might not get all the help that you need.
