I can't answer authoritatively on behalf of the App Engine team, but I can give a few general pointers.
If the app in question is in violation of the App Engine terms of service, it should be reported as abuse via http://code.google.com/support/bin/request.py?contact_type=AppEngineContact. If it is *not* in violation of the ToS (I'm not familiar enough with App Engine's conditions to say one way or the other), then you have no other route than to file DMCA infringement notifications for those works on which you hold copyright (you cannot file on behalf of other authors). The DMCA notification instructions are at http://www.google.com/dmca.html .
