Sure, it should be no problem.

In your version control history, the old versions of the files will
still have the old license.  That's fine, in fact, someone could even
check out and use those old versions under the old license, that's
just the way  things are in the world of open source.  It doesn't
sound like you are trying to do "dual licensing" which would be 2
licenses on the same version of the code at the same time.

When you are ready to change the license in the newest version of your
project's source code, just change the project license at that time.
You can do that under the "Administer" tab in your project.  There
would be nothing on your project's home page that automatically says
"GPL" any more, but if you want to you could always document that as
part of your project description, or just let interested people find
the source code on their own.

Regardless of how you use Google Project Hosting, the job of changing
licenses can be tricky itself.  You obviously are aware of the
licensing compatibility issues in the utilities that you mentioned.
Also, if you have had multiple authors contributing to your project,
you should get their agreement before changing the license.
