Google's policy is that once you break their rules, they permanently banish you. No do-overs, no forgiveness.
If you did something stupid and against the Google Code Terms of Service, such as create a project to host warez or web assets, then you do not deserve access. Google is legally responsible for the materials they host. If you upload warez, they can be sued. Please read http://code.google.com/projecthosting/terms.html - This is the Terms of Service. If you do not understand this, please refrain from using Google Code Project Hosting. The Terms of Service is a binding legal agreement between you and Google, and if you have no idea what you are agreeing to, then you shouldn't be agreeing with it. Finally, I am sure that your infractions were not a mistake. Mistakes are accidents. Creating a project to host warez, MP3s, or web assets require willful intent, and you are being punished, as you deserve. Please quit asking for your access to be reinstated.
