It's a bug: if no r= is supplied, the raw file view defaults to the
tip revision, which might be on some other branch. It should instead
default to the head revision on the default branch.

Would you mind filing this as a bug on
http://code.google.com/p/support/issues/list to make sure we don't
lose track of it?
