You could use your project on code.google.com as a place to work with
testers.  For example:
1. put your requirements or feature list in your project wiki
2. put your test plan and test cases in your project wiki
3. use issues with label Type-Test to assign manual testing to people
4. if you don't trust your testers so much, you could give anyone the
Contributor role in your project and then they will only be able to
edit issues that are assigned to them


I am not aware of a site that specifically focuses on helping to
organize testers around individual projects.  Testing is always a good
idea, but I don't think that such a separate site would be a good
idea, it would be better to build better support for working with
testers into a widely used project hosting service.
