Correct. The "Edit" link is for editing the diff settings.  E.g.,
choosing which version to diff and the diff format.

If you want to edit a file, view the file alone and click the "Edit file" link.

There used to be just the "Edit" link, but now that we have "Edit
file", we should probably rename the old "Edit" link to "Change
settings" or even eliminate it and just show those settings widgets
all the time.
