No, we don't offer folders in the downloads tab. That tab is really meant for software releases, which you would typically want to be easy for a user to download all at once in one archive, like a .zip file.
You can enter an enhancement request for that at http://code.google.com/p/support/issues/list Another way to accomplish a similar goal might be to label related files with a label that says which release they are part of. E.g., release-1.2 and then users can filter on that label. Thanks, jason!
