Yes, you can have your own project site on your own domain and then link directly to downloads hosted on googlecode.com. In other words, at this time, we do not look for specific value in the referrer field of the users' requests for downloads. (However, we do check referrers for issue attachments, so linking to them from other sites will not work.)
If you want the link to your project web site to be more prominent, you could mention it in the wiki markup in the project description that goes in the middle of the page. Thanks, jason!
