The most common reason for this, mentioned on the wiki page I linked to, is for security-related issues: "Sometimes you may want to work on closing the security hole before disclosing details of the problem. However, keep in mind that potential attackers might have already independently discovered those same details [including by reading the issue before it was restricted]."
