Hi, My name is Lawrence Philips. I am the designer of the original Metaphone algorithm, Double Metaphone, and Metaphone 3. This project, found at http://code.google.com/p/metaphone-standards/, describes itself as a "Formal specification for the Metaphone algorithms in different languages." The authors of this page have no standing to declare any standards for the original Metaphone algorithm.
