On the Project Hosting side we're interested in defects that can be
reproduced with "svn" command-line tool or that demonstrate that Project
Hosting's Subversion implementation fails to conform to some specification
of the Subversion protocol. If that's what's going on here, please feel
free to file a defect

In the past, most problems between tools like Tortoise, Eclipse, and
various plug-ins have proven to be on the side of those tools - are you in
contact with those good folks about the issue?
