I created a Google Code project ages ago with a different Google account. Yesterday I randomly stumbled upon the page and noticed that it shows my Email address used with that account, hence why I decided to delete the project. After logging in with the old account though, I couldn't do any admin stuff in my project, even though the Email address is clearly listed as "project owner". Not even changing the Email address of the account changed the one displayed in the project.
