The project "blablabla" has been deleted, so that's probably why you're
seeing this failure. You area also not a member of this project, which
would prevent you from uploading to it.

How are you attempting this upload, via a command-line script? And just out
of curiosity, what manner of JS file are you attempting to upload?
Generally we ask people not to use our Downloads service as a CDN for
files, since it's not really designed for that.
