Also, on your SVN faq page, where it recommends using svnsync, you can
simplify the instructions; an editor is not required for the hook. In
fact, it works fine if the hook is empty, so
touch localrepos/hooks/pre-revprop-change
chmod +x localrepos/hooks/pre-revprop-change
is sufficient.
