without formal pull requests that don't require the submitter to run their 
own publicly available server to host the repository, i find the google 
code project hosting pretty much useless. 

i don't want to allow others to commit, but i want to make it very easy for 
outside developers to submit enhancements so we can go over them and choose 
which ones to commit.

could you please explain the process for doing something like that in 
google code?
