We've added some rate-limiting to try and contain people that are using our source control offering as a host for delivering malicious content, and you're getting caught by the rate-limiter, which has (correctly, it seems) noticed you're doing a lot of raw-file traffic. You might want to consider hosting your downloads on a service that's optimized more heavily for serving downloads, rather than from our source control system.
