Your project was in the "moved" state, with an empty moved-to URL. Had you
attempted to set up a moved-to address at some point in the past?

I resolved your issue by going to
https://code.google.com/p/turnoffthelights/adminAdvanced and clicking
"Publish project", which cleared the moved state. If you had tried to set
this up in the past you'll need to do it again.
