I'm getting the same message as well. They've turned on this feature to 
reduce the recent spam, but it means people like you and me who are 
actively helping others on the tracker are now denied access. Not impressed.

Don't know who to contact about this.

Though it's clearly not specific to Android - I can't see *any* issue on 
*any* code.google.com website so it's a google-hosting wide trigger.
