You don't need any IDE at all - all you need is vim (or some other syntax
highlighting text editor, for those not so geekily inclined) and your
favourite C++ compiler (I'd use g++).

As for a better language - just whatever it's easiest for you to work with.
Languages such as Haskell and Python are generally much shorter, so you
might be able to go faster with them, but that of course depends on how well
you know them and how you think about the problems.  I'd suggest looking at
Haskell, even if it's just to experience the new way of thinking about
problems (it's a pure functional language).
