Well, yes and not. Last year in some problems with strings, input files changed in each download, but the cases that they had were the same.
I remember saw that in exercise "Saving the Universe" of qualification round (but only during the last year round, now in the practices this exercise always download the same input file). In the small input file by example in a case put "googol a, googol a, googol b, googol b, googol a", then the same case in other input file could put "googol x, googol x, googol y, googol y, googol x". Then, the files changed but cases are equal.
