I was going to disagree, but it turns out the only round last year where it was possible to make it to the next round with only Smalls was 1A, so you're quite right. i dont see a reason why anyone would submit large > but not small. > It's actually no longer allowed to attempt to solve the Large for a problem if you haven't solved the Small yet.
