Well the times signify the time duration from the start of the round to the
time till the successful submission.
So in that above example, neal.wu submited the correct solution output for
small input problem A in 6:12.

Rank afaik is also a direct correlation with the time. The person to submit
the fastest with the highest score is ranked higher.
