With current behavior you can't resubmit the small, so this scenario is worse 
than having a bad algorithm, because you can still fix it. And I know, 
contestants should be careful about their submissions, but I don't think 
anybody prefers to penalize someone who solved the problem but attached the 
incorrect source over someone who carelessly wrote a buggy or slow code.


If the contest ends, and whoever submitted a wrong source code didn't fix it 
during competition, marking it as incorrect is the right approach, or else 
there could be many cheating involved. But allowing resubmission to those who 
realize their mistake on time, puts them at least on the same position as 
someone who didn't check the limits or corner cases during their first attempts.


Personally, I would like to have a way to resubmit the small in such a case, 
you would of course get a wrong submission, the 4 minute penalty that implies 
and your submission time is worse than before. But at least you don't lose all 
points having the correct solution all along.


Maybe instead of disabling small after correct submissions, have a dialog 
saying "you already solved this, attempting it again will increase your 
penalty" or something along the lines. Or enabling a "mark as incorrect" on "my 
submissions" view, after which you can resubmit, although this approach seems 
more risky and easier to make mistakes.
