I did a tool for that last year, but it was finished four hours before
round 2. However, I tested it in round 3 and in several practice rooms
and it worked nicely.

The tool is here http://code.google.com/p/gcjcupcake/, and it is
written in python 2 and it was tested both in Linux (Kubuntu 10.4) and
Windows 7. There is a readme file in the project, the only thing that
is missing from it is the commands flags description, but meanwhile
you can see the small descriptions in the program or by using the --
help option.

I started working in Google 3 weeks ago and I already spoke to
Bartholomew and Igor about the tool, so the plan right now is: you can
use it but it's in *Alpha*, which means that you can use it but there
is no warranty that it won't break. You can download the tool and try
it in the practice rooms, we are planning to open a long practice
contest so you have time to test the tool in a real enviroment.

Give us your feedback so we can fix any possible bug in the tool and
make it Beta, because I am the only one that have tested until now, I
think.

Oh, I forgot to say, the tool is in Python 2, requires no special
libraries (I think I developed it with Python 2.7) and is Open Source,
so you can see the code and modify it as you wish. Eventually I will
migrate it to Python 3.
