Matthew, We've done our best with Code Jam to make it so that as many people as possible can participate. My understanding as a non-lawyer is that lots of countries have laws regarding how their citizens under the age of 18 are treated, and because of the effects and variety of these laws, we've been forced to keep the participation of people aged 13-17 to the online rounds only. Your frustration is legitimate, and I'm sorry we don't have a better answer for it than this -- if it were up to me, everyone in the world would be eligible to reach the finals.
