There's no secret to it really; they really do find it that easy. A good analogy would be trying to write an essay in a different language to your first language. There are two problems here; firstly, you have to *solve the problem* - that means, decide exactly what you want to write. Secondly, you have to "implement your solution", that is, actually write out the sentences that make the argument you have decided on.
Suppose instead you are writing the essay in your first language, then I think you'll agree that the second part essentially provides absolutely no challenge whatsoever. Unless the essay is ridiculously technicaly, you will just be able to write it out. This is essentially how good the top competitors are at implementation. For you perhaps the questions are like trying to write an essay in French - even after you know what to do, there is still a lot of effort in writing it out. --- As for the other half, it guess it just comes down to the fact that as you practice more and more you start to notice underlying patterns in the problems more easily. You will start to think about the problems very abstractly, which helps you narrow down possible solutions quickly. For problems that are quite easy, it is pretty likely that the very first thing a good competitor thinks about will be the right solution, because their brain has a good understanding in general of /what stuff works/ and /what stuff doesn't work/.
