After a little analisys you would see this one is fairly easy.

first, you want to get 2 stars in any level as soon as possible so
depending on the number of stars you have, search for a level you can
complete in level 2. If there are many the only thing that would make
a difference is if you already have 1 star for that level, so choose
the one with no stars yet. Any other combination is not important as
you can solve those levels from then on since you can't lose stars.
When there are no 2 star levels available, just choose the one from
one star that has the highest 2  star requirement, that way you may
solve the lower requirements sooner. If there are none... Too Bad
