Codejam used to run inside TopCoder, my guess is they felt it was better to run it themselves. That allowed them to change the competition format and rules to what they like. I doubt PC^2 can handle the amount of traffic the codejam generates, obviously I have never tried a contest this big in PC^2, but have had trouble with much smaller traffic.
