I think he's referring to the fact that "private" doesn't prevent other people 
from viewing the code if they know the right URL; one should be using the 
"user" setting instead of public/private.  I haven't used ideone very much so 
this is just based on the FAQ betlista linked.

I disagree that merely setting "private" constitutes cheating though, surely 
that would require actually sharing the URL?  A lawyer may see it differently 
of course :)

Getting back to the topic, I haven't done this but setting up Go under cygwin 
may be worth a try, see http://code.google.com/p/golang-on-cygwin/  Setting up 
an EC2 instance for such a purpose sounds crazy to me...
