(1) Miss the qualification round this year will not affect your participation next year. If you want to compete in the qualification round next year, just register when the registration is open. (2) There is no problem that is specific to a programming language. They are algorithmic problems, not programming problems. You can use any language you like to solve the problems. (3) See (1).
