In the past, usually when you submit your answer for small data set, you will 
get the verdict back immediately; if your answer is incorrect, you can still 
resubmit solution, each incorrect submission counts 4 minutes towards the time 
penalty.

Once you get a correct verdict for your small data set, you will no longer be 
able to submit any solution for small data set.

So keep in mind that you should carefully save all the small data set you have 
downloaded (you can also redownload it in submission history page) because it 
is super useful for debugging your large data set.

Once you think you have the perfect solution, you can download the large data 
set and start your 8 minutes timer. Your solution should read the large data 
set and output the result within such time-window. Otherwise, you will get t 
timeout verdict. The final verdict of this submission will usually be given 
after contests ended. You can however, resubmit the solution for large data set 
within this 8-minute-window, without any penalty.
