Since it's important there is no misunderstanding on this issue, let me
quote the relevant part of the rules:

>From Google Code Jam Terms and Conditions:

7. Disqualification.
7.1 You may be disqualified from the Contest and forfeit any prizes you may
be eligible to receive if Google reasonably believes that you have
attempted to undermine the legitimate operation of the Contest, including:
(...)
(D) Sharing or using from others any information about a problem (including
its content or solution) before the end of a round unless expressly
permitted by the Contest Rules or these Terms;


>From Goolge Code Jam 2017 Rules:

7. Disqualification.
7.1 Qualification Round. You will not be disqualified in the qualification
round of Code Jam for using or sharing information about problems.


So, you may collaborate in the Qualification Round, but not after that.
However, I encourage you to use the opportunity of the Qualification Round
to learn, have fun, understand the system, etc. If you think collaborating
with someone is the best way to accomplish that, great! Just don't waste
the opportunity, you will be at a disadvantage in Round 1 if you do.
