Hi,

The platform where submissions are ran does change, and that impacts
runtimes. We usually measure the time limits for problems several times,
with one last time happening not long before the round and with no
platform changes happening between the measurement and the round. We don't
have a good way to retroactively fix older time limits at the moment, which
means they may become too tight or too loose in time (they could
theoretically even become tighter for some solution/language combinations
and looser for others, although that is less likely). The older the
problem, the higher the variance, because more platform changes happened in
between time limit measurement and practice submission. Usually, intended
solutions have enough of a wiggle room from the start that will continue to
pass regardless of the added variance. Many problems can be passed with
solutions that are significantly slower than the intended though.
Submissions whose runtime is closer to the cutoff time either way, can have
a pretty high probability of switching judgments because of that variance.
