you can use the shared contacts api with standard domains, but any contacts created via it will not be accessible in the standard google contacts app (this will for business/education domains though). However, you could use an address book app off the google apps marketplace to achieve the same thing. I happen to have built one which you can try for free -> http://bit.ly/e7B9Si
