Could you describe your use-case for such a request? There might a way to
work around this issue without having to increase quota for your application
(though the quota is per user).
If you are importing contacts on behalf of domain users, you might consider
using 2-Legged 
OAuth<http://code.google.com/apis/gdata/docs/auth/oauth.html#2LeggedOAuth>as
the authorization mechanism as this lets your application
"impersonate" a
domain user and consume their quota instead of the admin's.
