Check https://developers.google.com/gdata/docs/2.0/elements#gdPhoneNumber
There is no attribute 'phoneNumber', as you set in your example, phone 
number is value of gd:phoneNumber tag

More correct example:

$phoneNumber = $doc->createElement('gd:phoneNumber', '503-123-4567'); 
$phoneNumber->setAttribute('rel' ,'http://schemas.google.com/g/2005#work'); 
$entry->appendChild($phoneNumber);
