*SCOPE OF SERVICES *
*Under the supervision of OEM’s Senior GIS Application Developer, the
selected applicant will:*
· Manage the development of new applications
· Manage the maintenance of existing applications
· Manage the migration of GIS components in existing applications
· Rewrite legacy applications
*Under the supervision of OEM’s Assistant Commissioner for Strategic Data,
and under the direction of Senior Application Developer, the candidate will:
*
· Enhance the usability and reliability of the agency’s existing
ArcGIS Server web applications
· Develop and enhance the interoperability of the existing ArcGIS
Server web applications with the agency’s existing other web applications
(including E-Team, CALMS, Pictometry, weather services, etc.)
· Coordinate ongoing release/migrations into the production
environment
· Develop capacity for accessing/using new large GIS data sets,
including subway station drawings, building floor plans, etc.
· Investigate open platforms including Google Earth, Virtual Earth,
ArcExplorer, etc.
· Investigate various new remote sensing and other image-capture
applications
· Develop security procedures and protocols for shared applications
· Interview potential end users to determine the optimal
application for development
· Enhance the usability and reliability of the agency’s existing
desktop GIS applications
· Automate various typical requests and tasks for desktop GIS
· Perform and automate administrative tasks and create custom
administrative tools
· Train/tutor OEM GIS, Operations, and Preparedness staff in the
use of these new or enhanced applications
*MANDATORY SKILLS/EXPERIENCE *
* *
*The candidate must possess the following:*
· Strong demonstrated programming skills in ASP.NET, Web Forms, C#,
Silverlight, XML, JavaScript, Web Services, REST and Crystal Reports
· Strong understanding of ESRI ArcMap 9x and 10x, ArcSDE,
ArcObjects
· Experience working with Web Map technologies such as ArcGIS
Server WebADF .Net, ArcGIS Server JS API, Silverlight API or Flex API
· Knowledge of capabilities of MS SQL Server including scripting in
stored procedures
· Demonstrated experience working with technical and non-technical
staff
· Experience using Source Save software such as SVN, CVS etc.
*DESIRABLE SKILLS/EXPERIENCE ***
*The preferred candidate should have:*
· Previous specialization in GIS application development
· Strong initiative and ability to perform with little supervision
· Ability to identify needs of end users and communicate possible
solutions to them
· Strong organizational skills
· Ability to handle multiple projects simultaneously under tight
deadlines
