To add a small amount of complexity and violate a couple of design 
guidelines:  

Something that I'd love to see either in GKE or in k8s is awarenesss of the 
preemption call on VMs.  The master node would then launch new preemptible 
VMs in another region.  If every application running on the cluster was run 
using rc=2 and the apps were not in the same region, preemption shouldn't 
produce downtime even when the new systems are not able to stand up as fast 
as needed.  I know that spotinst.com has worked on this some.
